The Debt Reduction Facility (DRF) for IDA-only Countries was established by the Executive Directors of the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA) in July 1989. Its objective is to help reforming heavily indebted poor countries (HIPCs) reduce their commercial external debt as part of a comprehensive debt resolution program.
